Parsons earned more than $29 million between June 2014 and June 2015 thanks to restructured Big Bang Theory contracts, putting him slightly ahead of co-star Johnny Galecki's $27 million haul.
NCIS action hero Mark Harmon finishes in a four-way tie for third in the annual tabulation with $20 million in earnings.
Harmon is tied with two more Big Bang Theory stars - Simon Helberg and Kunal Nayyar - and former Two and a Half Men actor Ashton Kutcher.
Of the top 15 actors ranked on Forbes's list, ten come from the world of sitcoms.
The Big Bang Theory's stars secured domination of television's financial landscape by holding out for contract negotiations before the 2014-2015 season.
Forbes will release a list of highest-paid actresses at a later date.
